31BLK-II for the Ninja 250の件ですが、質問をした翌日には返答が帰ってきていますのでここで報告しておきます。
今回は知人の知り合いの方に翻訳を頼み

1.この商品の日本への発送が可能ですか？
2.在庫はありますか？
3.日本への発送が可能な場合総額の金額はいくらになりますか？
よろしくお願いします。

上記の3点を質問したところ

Hi, and thanks for your email.
We do ship to Japan frequently. The cost for shipping ranges from $170 to $290 (Canadian dollars) depending on how quickly you would like it to arrive.
All kits are made to order, so we don't carry inventory. If you placed an order now, it would be ready to ship by November 29th.
Please let me know if you would like to reserve the November 29th spot for your build, and we can send you the deposit invoice of $100. The balance owing will be due when your order is ready to ship.
If you are an auto service company ordering this product for a client, we do offer wholesale pricing for orders of 2 or more kits. Please let me know if this is of interest to you, and if it is, how many BLK kits you would like to purchase. I will get back to you with our best wholesale pricing.

上記の内容で返答が帰って来ています。
しかし送料が170$～290$と言うのはカナダ国内の配送料・保険料だと思われます。
なのでこれとは別に国際送料・関税・消費税・日本国内の配送料が必要になると思います。
上記の物に関してはe-Bayと同じく購入後でないと分からないのと、オーバーサイズが適用されると思いますので国際送料が十数万円になる可能性があります。

次に在庫ですが、受注生産の形をとっているので注文後の生産となるようです。
しかし海外にしては珍しく1ヶ月近くで出来るのは早い方だと思います。

最後にNinja250本体ですが、



程度を気にしないのであれば20万台からありますが、お客様の求めているレベルになるとやはり30万後半から50万前後になると思います。
それと外装はタンクを含めすべてを塗装する事になるので色や傷などは気にしなくて良いと思います。
ホイールは純正にカバーを取り付けるようなので交換の必要はないと思われます。
